And it's entirely up to you the specific normals you desire. Smoothed out normals, I believe, are the way to go for an anime style. In your circumstances, maybe the first thing I'd attempt is a substantially smoothed-out clone of my face to see if that's closer to what I'm looking for.

Liquidify in Photoshop is a technique I like to use to help me envision. In Gimp, I believe this is known as IWarp. It allows you to move parts of a picture around so you can start shaping things. I tried it with your model to bring it closer to the reference. And now we can notice the second issue right away. To get the forms of the face, the mesh's resolution is quite low. There is only one face between the end of the nose and the lip, which is insufficient resolution to capture the contour of the lips and nose. I believe you could easily double your number of faces (quadruple even in the mouth area). As previously said, the subsurf modifier is fantastic, however it tends to goop things out rather than making them extra amazing.

Blender Anime Head

This is a deconstruction of a scenario from my anime japanese classroom artwork. I've included the Blender3D light setup and Freestyle settings for you to use in your projects. Since I created this scene breakdown for this 3D render, Blender3D has included a "Sunbeam" node that allows you to simply construct light rays. Some fresh artwork that I rendered using Ambient Occlusion. The characters are hand-drawn, while everything else is in 3D.

This is my second anime head try after weeks of studying face topology and watching Japanese tutorials...

I didn't share the first face I created since it wasn't very nice, but I may do so later.

I began this about two weeks ago; it's not completed yet; I still need to add the ears, eyes, inner lips, and so on.

Hopefully, I'll be able to complete it soon.
